Sony isn't to blame for what developers do and don't do, the point is that Microsoft is dictating what developers can and can't do with the service especially with user-generated content.
They exist on 1st party and certain 3rd parties DO have them as well EA is an example
Point is GeoW(1st party, if you consider that Epic is 1st party like Insomniac) doesn't have dedicated servers or did Halo 3 Beta, heck even Halo 2 doesn't have dedicated servers.
"Declining" to comment means that they are not ready to make an official announcement, expect E3 or shortly after to hear something.

As far as features, yes Xbox Live has them in spades but what it really boils down to is that playing online for free with dedicated servers.

They can't lay out everything that they have planned because they would shoot themselves in the foot for saying yeah we are bringing in X date but don't deliver, there would be an uproar across the net.

Sorry but I won't waste my money on something as unstable as Xbox Live depending on someone elses connection hosting online games which is random at best.
#1)PSN is free w/ dedicated servers don't have to depend upon someone's connection being good and/or bad
#2)Does have global capabilities
#3)Open-ended headsets using Bluetooth(HUGE PLUS) I don't have to repurchase MS's poor excuse ...
