well from my understanding a couple of things can happen
1. The game gets sent out to testers before release and you know the rest
2. Some shops get their shipment in early and you know the rest
3. Some one in turn 10 leaked it

I'm a hardcore PC sim racer, i've played Live for speed, GTR evolution, Rfactor. And i can tell you that no game is closer to these sim as the GT series. I've play forza 2 befor and its no where near as realistic as the PC sims.
to others, i agree the title is misleading. He seems to be quote mining the interview and only picking out the most flamebait point to summarize the interview.
