They are giving the indie developer Eden Industries, money to fund the development for Eden Industries to make a product called Citizens of Earth; in exchange Atlus gets a share of Eden Industries profit from the game.
Atlus isn't doing any development on this whats soever, all they can do is quality control once the game is ready to be shipped out to the market.

People were going with this same article when Rising was coming out. Though I'll tell you for the people who said it was just a 5 hour game I sunk over 60 hours into it.
I mean we need to seriously take a step back and rethink game length, think of all the Metal of Honor games on the PS2, Xbox, GCN generation all you had was the main campaign and in most cases local multi-player/co-op.

I learned a lot about history of different cultures in Age of Empires 2.
They tried this experiment back in the 80's with educational Mario games on the SNES, it disappointed in both aspects.
