all it is aimed at is competing head to head against the PS2 in brazil and south america. 'hd consoles' do not exist there.
ps2 sales for games and hardware are huge, the ps2 is the main console there. this is looking to compete with the playstation 2, nothing else.

I have a 4870x2 running on my 30" with a Q9550. A E8400 would be fine to run alongisde the 4870x2 too.
