It's not "doubling the performance" unless the very best they ca do right now is stable 30fps. If they chose to have a variable frame rate it would probably fluctuate between 30 and 60, but I'm sure they want to try to lock it in at 60.
They also said "At this stage" the game is running at 1080p@30fps, implying that the frame rate isn't final. Not sure why everyone is acting like this is an announcement of the final fps.

Do you know how many cd were sold in 2012? 193 MILLION in the US alone. That's with high bitrate mp3 albums at only a couple hundred mb. Physical media, especially for games is going nowhere for a long time.
