It's an indie studio, and they're self-publishing. They said they'd consider a physical version due to demand after they finished development, and they did. Found a company willing to distribute the physical version for them too.
It's a small indie studio. They weren't even gonna do a physical release at first, only arranged for one with a distributor after fans kept begging for one. This is not a big deal, and I'm glad they listened and plan to support that decision.

He was incorrect on a couple of things though, but that's mostly IGN's fault for not providing explanations or context that came later in the game for those scenes.

He said that they're only reaching 20-30 million right now and he'd 'love' to get to where hundreds of millions can enjoy them. That doesn't mean gambling with your entire brand, however, and one thing he also made clear is what that brand represents to people, the strength of it.
I do think though that this is WHY we're seeing PlayStation games branching out into alternate media again. Comic books. Novelizations....
