The Fox Engine has many features the UE4 lacks at this point but tries to add with each update or finds other ways to make sth similar to one feature.
Fable Legends, Dead Island 2, Hellbalde, Without a Memory on PS4 and Sony Cambridge secret game on PS4 all use UE4 hence the next-gen graphics. Many other games from indies use UE4 (full fledged games not 2D games).

The only thing that will confirm the victory of the PS4 is when the thrid party devs start doing games for PS4 exclusively and ditch the other platforms just like the PS2 era (since they acknowledged that the PS2 won the war at that time). Till then, let's wait and see what will happen!
MGS5 was from the start was announced to be multiplatform. Silent Hills (P.T) uses PS4 features and Dualshock 4 features and buttons ingame (even in the photos) just like MGS4 which has many things tied to PlayStation Brand. Hey Etack, quickly start learning UE4, UE5 is almost out (we are at 4.4 now and 4.5 will be out soon). UE4 is the closest engine you can get to Fox Engine.
It looks miles betetr than MGS5 because the latter is a cross-gen title and in all versions they use the same assets and last-gen techs (Kojima even confirmed didin't use even tesselation on any version even PS4 for parity), while Silent Hills is a full fledged current-gen game (and from what to be expected it may be a PS4 exclusive since it uses PS4 and Dualshock 4 features for gameplay and scare).

If you got Twin Peaks vibe for it then you really aren't into Silent Hill universe. Better say Alan Wake games (which are miles away from Silent Hill games (in a bad way))have Twin Peaks vibe (even the devs confirmed they copied twin Peaks atmosphere).

SH1-4 all of them are disturbing, but SH4 is the most disturbing one (in every aspect).
Why not use both like in Silent Hill 4 (which has the best system ever and the most horrifiying one sadly the game had enormous potential that didn't get exploited): Third person for open environments and 1st person when you enter houses to make it freakier with direct contact like in P.T demo).
I really don't know what you are smoking but Fable Legends is on Xbox One (Console) and is the first UE4 game to include global illumination. Also ALL the UE4 features that gets added with each update are global and work on ANY platform even weak mobile phones. Every upcoming UE4 title like Hellblade or Dead Island 2 and otehr PS4 games using UE4 engine will have GI since it is tied to the engine. Global Illumination exists since Fable Legends. Global Illumination secretly exists in UE4 but it has to be activayed via console, but since the 4.3 update it was publically fully enabled. Chill out.
At above, the demo uses Dualshock 4 features like flashlight and speaker and micro for the maximum scare, so it must be exclusive to PS4 (MGS5 was announced to be multiplatform from the start and was show in each console maker conference each time unlike Siletn Hills which was announced in Sony's conference only and henc the demo only on PS4).

Oh I didn't know Michel Ancel left Ubisoft (Ray Man and Beyond Good & Evil creator) and joined Sony. H e was one of the pioneers of Ubisoft, a big loss for Ubisoft and a big gain for Sony hence the originality of the concept of his first Sony game.
