Things that made me buy an Xbox in the past (in no particular order):
1. It offered more power and subsequently a better experience playing multiplatform games.
2. It offered exclusive games that were good enough to make the console desirable either as the only platform to own or in addition to another platform.
Put simply, it's been a while since I've felt Microsoft offer either of these.

I actually read OP's comment and thought "you're making some fair points" then realised they were quotes. I don't really get what the issue is here with this article laying out context for the point they are trying to make.
Seems like a bit of a misstep by the Ukrainian government and probably a lack of knowledge concerning the game's actual content.
You know that meme of the "they don't even know" guy on his own in the corner of the party? That's literally you right now.
It's hardly a "dent" when they're deliberately pivoting from this pursuit of pushing live service games. It's a wise move given many of the recent failures and preemptive cancellations we've seen.
A shame they couldn't have been given the time and support to focus on something like factions instead though.
