No. You need to get the recruits in GZ for your save data and then transfer it to TPP in order to get them.
You need to get 100% save of Ground Zeroes then transfer to TPP. Then you need to finish the corresponding mission in TPP to unlock each of the recruits.

PS4 runs at 1080p and 60 fps.
PS3 runs at sub-720p and sub-30 fps for the most part.
So unless you game on a 720p/480p TV, get it on PS4/XBO or PC.
