remeber tech demos are limited only to show the tech, it's like a small patch of a game that its main purpose is to show off the tech..
seeing this being applied to a game and running/looking great is another story.
it's like a mini version of a motion-capture setup they use in games and movies.
motion capture studios is set up like this:

you got cameras around that floor
you got actors wearing silly tights with ping-pong balls on them
the camera records the ping-pong balls movement and apply them to bone-structures(those the ping-pong balls are located at the joints and stuff on the actor's tights suit)

I only see a like 2 or 3 dynamic lighting, his flashlight, the lightning and the flare, but they're not On at the same time.

from what I understand, Sony and first party devs have a traditional Publisher to developer relationship.. usually publishers say "hey that's not ok, please change that" when the developers do something that the publishers don't approve. Publishers only care about quality and "will it sell" and also schedules, milestones, etc which the developers want to present to make the publisher happy.
