Well, if he sells any further art, it will probably get higher bids now that he got some publicity. And I can't wait to see his work on Fallout: New Vegas.
He really should have told the Fallout fansites about it. It went for so little money because no one knew about the sale.
Another reason to buy the PC version is the fact that the game is bound to have an active modding community.
To all people who are reporting it as untranslated, look again. The English version is in the right-hand column.
What platform did you see it on? The console versions are generally not as good as the PC one, unfortunately.
Maybe it's just badly optimized?
Fallout Trilogy is not the only thing Bethesda sued for. For full details of the case, see:

Van Buren wouldn't work as a Fallout 3 expansion. First, I'd prefer it to use the original gameplay style. Second, it would need map travel like in the originals, since it spanned the entire four states and wasn't a compressed version of one city and its surroundings like Bethesda's FO3.
The tone of the post is biased, but the information itself is pretty reliable.

To everyone that's reporting this story, the English version is in the right column.
The voiceovers are probably placeholders for the alpha.
Yes, unfortunately it's been canceled - console players will only be able to play the second game, it seems.
Looks like only a DLC-enable patch.
Fallout 1 and 2 are superior to Fallout 3 in everything except maybe the graphics.
Regardless of who is right legally and who is not, it would be a bummer if this made the original Fallout games not available for purchase legally.
