I have to disagree with that. GTA games are usually extremely polished and relatively bug-free, considering their massive scope. Same with RDR and most Rockstar releases.
How do you let this happen, Rockstar?

Same. I played the game once (5 years ago), only got a third of the way through the story, and I remember this encounter just by your short description. And I barely remember anything about this game.

That is simply not true about the 360’s sales slowing down due to the number of exclusives. The 360’s highest sales were in 2010-2012 after Kinect’s launch and when people would argue they were releasing fewer exclusives.
