As a Cuban-born American citizen this is the way I see it.
If you are Cuban and work for the police or army you are as guilty as the Communists for ruining the country. So I think it's OK for those people to get shot (even in the game) for betraying their country and their fellow Cubans. Killing civilians of any nationality is just messed up, although it's a game after all.
