Turn off anything that overlays. Remove any profiles that configure the game from driver panels.

There are two ways to do it: Develop for PC than port to consoles. Or Develop for all Platforms if they are the same underlying hardware. Porting is more complex when the hardware is different. In the case of W2, the X360 and PS3 were different to PC. In the case of W3, the PC, X1 and PS4 are all PCs. The Witcher 2 was also on console, but it was a port from the glorious PC version. It was downgraded to cater for the hardware differences. This time, the downgrade happened for the PC to start with to cater for the lesser hardware. That would have been OK if not for the VGX 2013 trailer that clearly said "In Game Footage".

if a PC version is only 5% better than the PS4 version, than the PC is a waste of money. And its starting to look like it. Might just sell it and get all the consoles.
Consoles being the lowest common denominator and that being the framework to develop multiplatform games, yeah, you are lucky. My PC played MK9 and now 10, it also played GTA 4 and also 5 at ultra 60fps. PCs are always crossgen and are powerful beasts, but its all up to how much a developer wishes to push them.
PC gamers run expensive gear to play games at the best of details. This was how the witcher 3 was presented to us and we liked what RED was doing. Both consoles (medium level PCs rebranded as consoles) brought down the quality for the PC. The Witcher 2 and 3 are both 20GB in size. So The Witcher 3 with all its open worldness and next gen assets is as big as the witcher 2. GTA 4 was 16 GB, GTA 5 is 60GB.
Check minute 5:45 for a different pause menu and loading screen. This seems like the real PC version. No the PS4 version on a PC.
