It looks like a Far Cry 3 style open world and we knew how alive that was.
I don't believe Ocarina of Times hyrule should have been a good example of a "semi- open world" done right. It definitely wasn't the best thing to explore.
You do not need a GTA V budget to make a good open world game, far smaller devs than R* have made good open world games.
GTA V was completed with a total cost of $272 million with adjusted inflation.
