If all you care about is the best resolution and frame rate than PC is the best option, and the cost of games make up for the price you pay to build it unless you only buy a few games in a generation. All good points but I would never play anything competitive on the 3ds. The controls are terrible if you have big hands and I probably would throw it out the window from frustration, my portable is for rpgs and puzzle games, even platformers seem awkward. So I doubt if I will even get the 3ds version no matter when it comes out.

I thought BF4 didn't run on anything. It's funny how console gamers have turned into PC wanna-bes, fighting over whose rig plays games better. Besides the majority of gamers don't earn hard earned money, their parents do. When I sent mine back when system broke they told my games were tied to the nnid could be transferred to a different console. They ended up fixing it but a I'm pretty sure this was announced a while ago, not sure why no one knows about it.
