Mods through the tools which Bethesda provides will be available to consoles. These mods are created by the player base on PC so they wont be available for consoles.
Don't expect to see dynamic setting optimizations come to the consoles as Bethesda already made choices for you for resolution, draw distance, shadow rendering, etc. This is why people play games on PC's so they can play games and adjust the settings based on their individual equipment.

I played the beta while it is very responsive and the lag comp doesn't feel like its favorable to any particular connection type but the Titanfall wall running and Destiny weapons and specialist streaks make it feel less like Call of Duty.
Unfortunately it will be another 3 year cycle until the next Treyarch game which are usually the better of the 3 studios. By then COD will likely be murdered and laying in a ditch raped and burned.

For $60 it better be at least 20 hours long. I could rent 10 great movies for $60 and be entertained for 20+ hours. Or I could game fly for 3 months and play this game and return it in a day ( since its really short )and easily rent more games and get my moneys worth.
Personally I don't pre-order any games anymore because of overhyped games that are huge letdowns like the Order 1886. A 6 hour long game with cutscenes and push a button a the right time to progress forward ...

The question that looms is does Xb1 already make use of the features that are coming to PC with DX12? If the answer is yes then expect very little performance gains as most of it coming from multi CPU / GPU support.
If No then expect gains in performance but how a developer makes use of the tools given to him means they can under deliver because they lack experience with the engine running on the API.

Its still in preview and they have extended to all game developers for rights for backwards compatibility to the previous games. If a certain game isn't approved its because the publisher says no and not MS. The next step is once a publisher/developer says yes is it gets tested to make sure it works. This is more about them debugging the emulator as in time it should run into less and less issues meaning faster turn around on games to work with it.
