Seeing that these games were at one point "announced", I don't think it's either of these.
These comments are exactly the point of the article. Pokemon Go is not AR. Like not in any way. The Pokemon don't react contextually to the environment. The poke balls don't bounce off your surroundings. This is simply characters rendered with no environments on top of the image the phones capturing. Since you need to turn in 3D space people think it's AR. Perhaps this is the baby step the general public needs to understand a concept like AR.
