The guy that posted the image of the cover on the Epic forums says the magazine only states these games as "Expected" titles at E3. Not that they will be there.
The headline is kind of misleading. Capcom cut their DS/3DS software lineup. So they could have 7 3DS games and 1DS game coming. It's not getting cut like the Wii support.
Capcom has only released 1 3DS game so far and the game shipped over 1 million copies.
It's not a direct lead-in to Drake's Fortune. So they aren't classifying it as a prequel.

Highly unlikely. The game was delayed in other regions out of respect for the disaster in March. No date has been announced yet, but Sony said a new date is coming soon. The actual release could be in May, June, or July who knows, but today's earthquake will not cause another delay.
Sorry, but Sony is setting up a new release date for the game for the USA currently. So the game will not be getting canceled.
