I have an EVGA gpu and i can lock it to not output more then a certain amount of fps in the EVGA monitoring program. I have it truned off, but it is possible.

Your gpu is just barely enough, ur ram seems fine and your cpu should too. You will run itfine, just npt on ultra now. When you upgrqde your gpu you will be able to run it with better graphics. Around high.
