Considering this game is quite unique that no one has bought PS3 for such genre, it is true. But considering such genre has been sold badly, I don't see it will happen.
Even if some people buy PS3 for this game, but there will be few.

recent NA ads for 360 shows "Xbox 360, now $100 off" but now they change back to "Xbox 360, from 199."
Maybe some consumers complaint and said "Hey, MS. You said 100 bucks off but it's still 199!"
Does MS try to play MW2 as if it is 360-exclusive? I remember that there are some bundle and limited edition of MW2 for 360.
Simply, 360 users don't want to waste their money for Live Gold. I pretty much sure that most 360 users have already bought Live Gold for at least 1 year to play ODST or whatever.
And now what...They have to play online to keep up with what they have payed for. Result? Buying MW2 or whatever they can play on online for fun, but it's not Forza3 and that's all.
PS3 also does AAA exclusive streaming service.
Demon's souls -> Uncharted 2 -> Ratchet & Clank ACiT -> GOW 1,2 collection (720p native resolution) -> MAG -> Heavy Rain -> GOW3 -> Gran Turismo 5...
No room for MW2.
Edit: In year 2007, there were too few games worth playing in PS3. No wonder why PS3 users bought COD4 much.

If one says there won't be any better graphics in this console, that implies I have to buy another console to see better graphics, which I don't like. Who wants to pay money to see a better one, while you don't need?
