I'd say the primary reason is money. Pure and simple. Uncharted 4 would have had a budget equivelant of a Hollywood movie. Sony would have ponied up a fair portion of that, and thusly big studios only have a certain amount of budget to throw at a very small amount of projects per console life cycle. Making games is a very expensive and time consuming business!
When it comes to cinematics, especially true Bluray mastered cinematics, you will notice a difference.

General ignorance amongst teenager gamers tend to ruin forums these days. I'll be happy when the youngsters will be impressed more by something simply beautiful as Flower's graphics engine, rather than how high they can rocket jump in Halo.
This will be running on a highly specced PC dev unit (where all Capcom's games are made) and not on an actual 360.
Let's just say that this HAS been in development for the PS3 (first hand info). MS put money in to get the timed release. It ain't an exclusive. Just wait a couple of months after it's release and see.
These will have been snapped from a developer environment for sure, and then had post processing effects maxed, as it is only a screen grab. It isn't a 'true' representation though...

I've got it on good authority from a SCEA employee friend, that it's a definite PS3 release. It's even been seen up and running on the PS3. Plain and simple.

Does anyone know actually how good the $99.00 US players actually were? Usually in tech terms, the cheaper they are the more likely they will have issues playing discs, and we all know how volatile certain HD-DVD titles are.
