Loot boxes for level-ups, Arcade, purchases, etc. are the festive type when available, but the ones they hand you for playing an in-demand role in the new 2-2-2 system are always regular loot boxes. (For example, sometimes there are so few tanks in queue, that they offer a loot box for picking tank. This will always be a regular loot box instead of a festive/event box.)

Earthbound was indeed made directly by Nintendo. Satoru Iwata himself stepped in and did some critical programming for it. Chrono Trigger appeared on the Super Nintendo in its first release, but was developed wholly by Squaresoft (now Square Enix) and even went on to get re-releases on PlayStation platforms. ^^;
