Well we already know Nintendo isn't doing this with the Wii U, and Sony already has the online pass system. MS implementing this system would pretty much guarantee that they will not be a factor at all in the next generation "arms" race. MS will pretty much be alienating themselves from the consumer, and flushing its reputation and entire gaming division down the toilet.
For this to ever have a chance to work it would have to be a system that is used across ALL...

Games which have "create a character" feature generally have a protagonist who does not speak the entire game (Saints Row), as well as a less involved story since there is no real character to develop.
This is boring and does not follow suit in what Rockstar generally does. They are all about the story and narrative.
