No it doesn't, Maps load pretty much instantly in Hyrule Warriors. Compare it to Dynasty Warriors on the Ps3 (or Ps4? Don't have one). On Ps3 there is a load time. I don't see one on the Switch.

It wouldn't surprise me. Instead of learning from their mistakes, they double down on them. Instead of 4 new game IP's, they invest into 4 new consoles.
Likely they are prototypes and the "best one" will be their platform for the next generation. Which will have amazing hardware but also be devoid of good first party titles.
I would be interested in knowing more about how he got there. He said he couldn't get standard cheat codes to work so he made his own. What codes did he use? Is he using a game genie to get there, or something else?
I would love to go there myself and look around. I've managed to reach endless water level in Super Mario Bros before.
