Probably so, but not for sure. To put it on XBL means more money, devopement kits, and time that must be accounted for. We can assume they would sell the same on XBL but that doesn't always happen and they could loose money.
MAG is on that list. It wasn't critically acclaimed, but my friends who own that game treat it like it's crack. They are constantly paying it, still.
If Square really wants XIV on the 360, then they are probably pushing to have FFXIIV Versus on the 360. You should probably prepare yourself for a 360 announcement. If they do keep it exclusive, then it will be a pleasant surprise.

I hope this bodes better than Sony's minidiscs. I still remember watching the Matrix for the first time, and in the beginning, they are trading Minidisc's as the new portable future technology. At that time, Minidiscs we're nearly dead in America, and were pretty much dead by the time the movie came out on DVD.
You do know that they patched a mode into KZ2 to make it more responsive like COD. There is a 2nd control scheme that has always been there that makes it play like COD.
You should probably go back and check the control settings, you might be surprised.
But the larger percentage of people in the world do not have these health issues with 3D. With time, TV companies will find better ways of doing 3D so the health issues will be minimized.
Also, and this is the most important part, the 3D functionality can be turned off for a better 2D picture. So if someone buys a 3D set, they will have an improved 2D set. A few years from now, expect to see 3D HDTV's for $700.
