I kind of glimpsed this article, but the biggest reason why SF5 became a Sony "console" exclusive is because of restrictions Microsoft has on their XBox Live platform. When the developers at Sony started working on PS4, one of the banner features they wanted was for cross-play in the online world. This would increase the opportunity for gamers to play games such as Diablo 3, FFXIV, etc., with their PC compatriots (and possibly XBox Live brethren).
