I'm gonna say yes, due to the massive amount of effort this would have taken to make.
1. That slideshow wasn't made in powerpoint (the moving video inside the controller, the fade-in/fade-out of the slides), this was made using more professional software.
2. New blueprints based on the previous leaks for the slide show.
3. Hard mockup of the console.

On inspection of a region one Resistance 2 cover, I can point out four seperate instances where it mentions SCEA, including the company's address.
Well I assumed it would, thought I live in Britain, as such all my games are region 2, and every single one has the line "(copyright symbol)1997-(year games was released) Sony Computer Entertainment Inc. exclusively licensed to Sony Computer Entertainment Europe (SCEE). RESALE AND RENTAL ARE PROHIBITED UNLESS EXPRESSLY AUTHORISED BY SCEE." Sorry caps, but that's how it appears on the back of the case.

Simple solution, get a warrant to inspect any region 1 PS3 games that he owns, every single one of which will mention SCEA in the small print on the back of the case.

It may be nothing, but it's worth noting that this armour available to download, is not the same armour as what Master Chief wore in CE. If this were to do with a CE remake, why use the armour from Halo 2 & 3?
The thing I'm worried about is their in-store price, last time I went into the store it still listed £229.99, and seeing as I've already traded in my DSi for £75 store credit, I will have to buy my 3DS in-store.
