No, it's not, you can get a capable gaming PC for half the price listed on the site. It won't do 4k, or ultra/60fps, but it'll play modern games fairly well. If $800 is considered "budget", what do you call the $400 gaming PC? Super budget?
And I wouldn't call any of those budget PCs either, lol. Budget is generally synonymous with "entry level", and you can get a capable entry level gaming PC for about half the price listed on the site.
I don't know, I'm just saying, $800 isn't a budget PC. You can make a capable gaming PC that is comparable to consoles for about $400, that would be a "budget" gaming PC. I love PC gaming, I do most of my gaming on PC, you don't have to sell me on it. I'm just being honest about a misleading headline.

I liked Bioshock 2, plus it was pretty ballsy to target communism, I suspect it had something to do with the lower ratings the game got compared to the other 2, but that's just my theory.

This. There is this notion that all PC gamers have a $1500 system, when in reality, most "gaming PCs" are about as powerful as a PS4, perhaps a little more so. The average consumer simply doesn't want to drop a ton of money on a top of the line gaming rig (understandably so).
It can absolutely compete with mid-range PCs. Comparing a $400 console to a $1200 PC is just stupid. Compare the PS4 Pro to a $400 gaming PC, and tell me it "can't compete". This article is silly, and I say this as someone who does the majority of my gaming on PC.

I definitely prefer 60, but 30 is also fine if done well. Uncharted 4 for instance, the very well done motion blur made the game feel incredibly smooth despite it's 30fps. It's definitely not that big of a deal to me as it is for some people.
People who get little benefit from jumping to 60? Those people would rather have prettier graphics than 60fps, which there are plenty of, that's why you see devs optimizing for visuals as opposed to frame rate.
