There is no such thing as regional DLC exclusive in PSN. (Techically)
Makes no sense.
The biggest market for FFXIII is in Japan and its exlusive for PS3.
Hence losing DLC money for there biggest market. SE are about money and even M$ wont make that stupid mistake.
Unlike GTA maket which was atleast somewhat 50/50 in the western world.

They include Ridge racer 5 for 360. What about ridge racer 7 for PS3. He added geometry wars but forgot superstardust HD.
What about Genji, Rachet and clank Age of booty, Eye of Judgement, MLB: THE 08,09. NBA 08,09. etc etc etc...
plus like i said .. they made a mistake with GRAW 2 as multi platform.

Thats really fetching for it, because there are so many PSN exclusive he didtn mention. Hence using XBOX titles and DLC to boost that list when easily PS3 PSN titles werent include.
