It has nothing to do with the Xbox 360
It's the devs who make the first party games.
Last I heard the Xbox 360 has a better graphics chip than the PS3, or at least a stronger one, and this shows with almost every Multi-Platform game looking slightly better than the PS3 version.
PS3 Does seem to have the upper hand in first party graphics, Killzone 2, Uncharted 2, Heavy Rain - All visually stunning games.

The only games released so far which are worthy of GOTY imho are
Batman: Arkham Asylum & Uncharted 2: Among Thieves
If I had to predict the other titles which will be GOTY worth, well the only other I can think of is Assassin's Creed 2..
Of course the COD fanboys (you know the ones, who still play COD4 & only COD4 every single day almost religiously) will say Modern Warfare 2.
Fable II is an amazing game =)
Gears of War is also an enjoyable franchise, but Fable II stole my heart, as much as LittleBigPlanet did..

a Movie forces you to get the entire plot, story and experience in like 2-3 hours tops
A game can fit so much more in, and as a result telling a story through a game (well, as long as the game is as high quality as Uncharted 2 is) is always better than watching it in some movie.
