Keep in mind that this is multiplayer DLC. They have released it to combine the community together again, probably because is much smaller now.
Story DLC still holds value forever. Multiplayer losses it's value because multiplayer eventually dies.

The strength of those IP's are the open-world, free roam and world building. That system would not benefit any of those.

I liked them only in the Far Cry series, it gave a sort of feeling that you were behind enemy lines, with the mini-map obscured, you had to watch your every move until you've completed the tower.
Plus, it had light puzzles that were kinda fun.
I hated them in Assassins Creed and Watch Dogs though.
