In my opinion a nice (and desperate) try to keep players from running away.
Even now, ROM is nothing more than a bad copy of World of Warcraft. A bad copy, since it comes with more bugs, even more crashes and lots of securityholes.
Play anytime, anyplace, anywhere? Sure, if you don't mind losing your account, since the webversion stores your accountname and first password on the computer you are playing. This is really nice if you're playing on a public computer (and why using webversion on your own pc as you probably have ROM installed)
The next guy starting web based ROM, will be automaticly logged on to your account and all he need to do is enter the secundary password. Quite safe, isnt it?

Add to all of this the bugs and crashes and lack of effort to fix them (for example the siegewar option has the longest beta ever -that is more than a year- and still crashes a lot of time)

Hacks and exploits are not looked into, scamming is officially allowed and even the slightest suspicion of being connected to goudbuying (even indirect if someone else uses bought gold to buy your items) will lead to a suspension or ban. Then you not even lose your account but also the diamonds you had to buy with REAL money.

Last point: it says it is free to p-lay, but it is NOT. You can play for free as long as you stay low lvl and dont mind grinding for weeks and also do not mind reaching end game. For everything else you need to buy (expensive) diamonds. You buy them with real cash. If you want to reach endgame, get a decent mount and decent stats on your weapon or gear, you end up spending enough cash to play World of Warcraft for 2 years.
