2009 for example had Assassin's Creed 2, Batman: Arkham Asylum, Dragon Age: Origins, Uncharted 2, Halo 3: ODST, Killzone 2, Borderlands, Bayonetta, and Demon's Souls to name a few.
Gta iv was great and fun the story was interesting but niko it was hard to like the character, but john marston in rdr he was more likeable.
And gta iv lacked features such as holding people hostage and other unique features but theres a free-roam franchise that are making new features and making it their own. Hope rockstar can go back to accomplishing that with gtaV.
GTAIV had to live up to GTA San Andreas, and that game had so much stuff, and the character was likeable for being a murderous psychopath, and there was just so much stuff to do... I mean, GTASA is the apex of gaming, and even though I think GTAIV was a great game, it still was no GTASA, and thus a letdown...
GTA 4 lacked the RPG elements of San Andreas.

2. NPC recognition and being able to respond.
3. Restaurants to eat in, they are there u just cant eat in.
4. Clothing Stores that are there but you cant get in
Thats all I can think of, everything else about GTA 4 is amazing. Just walk aroung during a thunderstorm youll see.
