The reason the JP one is NTSC is because it's the only version of the original which has Japanese localization. Other NTSC regions are still getting PAL games.
Still time for Sony to correct this ahead of the US launch though - keep up the pressure.

All the mgs games, all the ape escapes, silent hill 1-4, croc 1 and 2, legend of dragoon, tekken 3,tenshu, bushido blade, vagrant story, okami, ico, crash bash, gt4.
Thats just off the top of my head that i would play immediately, still so many more though that id love.

If by best move game yet you mean that this is Ape Escape 4 complete with full motion control on attacking and capturing monkeys, with offline co-op and competitive and online competitive modes... then yes: not only do i agree that it will eb the best move game yet but I'll be very keen on buying it :)
