For my money if you can't get the licence to have all the top players represented then don't bother with any of them and use made up players, in real venues. Doesn't feel like the real thing with so many players missing so why pretend it is. Save money on licenses and put it into development.
Maybe get one ex pro to be your in game coach so you can stick their face on the marketing.
