Insert a Dirty Harry cop who doesn't stop because he doesn't play by anyone's rules. Then make a DLC where you get to play as him.

i dunno i think the AI from GTA is fine , not too long untill they react but it's still possible to wander along in the city without being bothered too much . it will be hard to improve the GTA style without taking out the "fun".
