This is why they looked to U.S.-based Jack Scalici, director of creative production at 2K to take point on the game's script, voice acting, music, and the overall story. While the game is technically sandbox, it is much more story-driven than compared to Grand Theft Auto or Crackdown, which is all the more reason to have someone like Jack to look after the narrative.
