AS the federal Government readies the envelope that will announce the winner of its $15 billion national broadband network, speculation is mounting on who will take away the $4.7 billion in government funding on offer.
The winning bid was supposed to be announced at last week's CeBIT tech fair in Germany by Communications Minister Stephen Conroy, but the bushfire devastation in Victoria delayed the selection by about three weeks.
It is understood Senator Conroy last week met with a shortlist of potential winners to discuss the finer details of their bids.
However, it seems not all bidders are on the same page, with some sources close to the process saying much more detail still needed to be discussed with the Government before the winner could be announced.
