While it's not on the list, I give mention to S.T.A.L.K.E.R.'s open world. The game's atmosphere is almost unmatched, let alone as far as open world games go.
I was always quite impressed by the open-world of the first 2 GTA games, those cities always felt 'alive' to me.
Yay for Saboteur...very underrated game, in my opinion.
