Buying studios from embracer now is a great deal, they must be dirt cheap at this point, Nintendo is a opportunist, they wait until someone fall so they get their best deal

Their obviously has to be many compromises in order to have the game running on mobile devices.
Its easily possible. Mobile is starting to approach 360 ps3 level graphics. storage might be the main issue
Won't be surprised when it does happen, was crazy to see the PS2 era games arrive on mobiles all those years ago, but tech continues to advance at warp speed. Controls were quite finicky though, I can only imagine that will be even more pronounced with GTA V.
Also, when it does happen I'd imagine they'll skip over IV because they know they can squeeze people for more money in GTA Online in GTA V.
Next year AMDs new mobile GPU ships (at least in Samsung devices) which should be able to run anything that was on the 360/PS3 without issue.
Since Liberty City Stories is already available for mobile, Vice City Stories is the only pre-GTA IV entry without a mobile port.
And before GTA V, I think GTA IV is a more achievable target for mobile platform, especially due to space requirements.
Or maybe Red Dead Revolver? But its also not available on PC.
