Na I dissagree they're not ready to talk about good or bad, its possible its delayed and its possible they don't wan't to talk about it due to a update surprize showing of the progress. Media and fanboys will make up news to force devs to talk sometimes(Bioshock is just one example)..
You can look at it two ways: are they refusing or is it a dismissal of the rumor.

Maybe they went back to start developement on ps3? The original reason for it not being made for PS3 was because the relatively small install base in the launch year (which has now taken care of itself). I really don't see any reason that a Splinter Cell game would be exclusive to any one system. They never have been before. IGN has it listed as in developedment for 360, PC, and... DS? That just doesn't make any sense. In any event, expect news on this soon. Ubisoft will want to respond to this as Splinter Cell is one of their star franchises. It just wouldn't do to have gamers thinking its in trouble.

Probably want to match up to Metal Gear Solid 4, thats my only real theory.
However the whole "It's unconfirmed" BS these days is a nice way of a company to say "We don't want to add fuel to someone elses slander."

Splinter Cell Conviction is being delayed due to Ubisoft's realization of the limits of Xbox 360's hardware. To further the development process, it's likely that this is being ported to PLAYSTATION®3 to recoup development costs and maximize development potential.
No Splinter Cell game has ever been exclusive to any specific console. Only timed. Dark Sniper can pick any prior Splinter Cell game up on his industry leading PlayStation® 2 or Gamecube units respectively. Grand Theft Auto has always been a multiplatform game, each iteration is available on Xbox platforms disrespectfully. So this follows a typical trend of Microsoft losing another exclusive.
This game was one of the premiere games Microslaves were looking foward to. Due to their preliminary and incoherent rambling, Microlaves at N4G are being punished by feasting their eyes on this title being delayed on their Waitbox 360 due to the superior PLAYSTATION®3 version secretly in development. This spells another lost exclusive for Microsoft's platform.
Ubisoft decided to Wait In while they Play B3YOND. The world is slowly following in their footsteps.
Live In Your World. Play In Ours.

Ubisoft has yet again realized the error of producing a game for the Xbox 360. They have not learned their lesson from Assassin's Creed. If both Assassin's Creed and Splinter Cell were developed exclusively for the PLAYSTATION© 3 both franchises would have met what the developers had envisioned.
Because of the poor hardware and limitations of the Xbox 360 most games can never accomplish what they were set out to do. The limitations of a platform with no standard HDD and a last-generation optical disc and the fate of overheating has caused a bottleneck to developers producing games on the Xbox 360.
All the wasted time, money and resources could have been averted if developers where smarter and only produced games exclusively for the PLAYSTATION© 3 instead of developing for a dying platform.
The PLAYSTATION© 3 is the only platform where a developer has the essential hardware and raw power to achieve their goals and the Xbox 360 will only downgrade a game's quality.
