There is a reason. They call it money.
How many litlle boys will see people with cool guns and decide to buy the game?
How many people who loved the last CoD will buy this one, just because they liked the last one?
How many people will buy it, because their friends said "CoD is good" without remembering which number?
And lastly, how many parents will buy the game for their kid(s), because they saw they already own another CoD?
Take the number of these sales and pit them against the number of people who don't like to get screwed over. You will see that they are still more. Sadly.
EDIT: Plus, maybe, just maybe, one of them is actually good. You never know, it might actually happen.
