Most reviews have a scale, the highest being 10 or 5. In my mind that means a game must be perfect in order to receive a 10 out of 10 or whatever the scale may be. No game, as many have said, is perfect. So why give a game a perfect score? It's not elitist to point out the faults of a game, nor should it be looked down upon. In order for games to reach what is considered "art" or at least to reach whatever pinnacle it may reach, they have to struggle and push and try to be better. Unless games, and specifically GTA IV, are the best they can possibly be there is no harm in making critiques. People are critiquing this game, not criticizing it. In order for games to get better the creators and the players need to realize what could be better, but they do also need to understand what is great. Plenty has been said about what is great about GTA IV, and it's time to move on. As easy and empty as it is to compare games to movies it is helpful to think about a movie made 30 years in the movie industry. That would make it about 1935. How horrible, but still important, were the movies coming out at that time? GTA IV is one of those movies. Although it's extremely important and a great game, it should be ultimately used as a base for making something better. Something worthy of a ten, even if one can never be made.
