There is no bottle neck between the CELL and Ram...the 256mb on the system side is not your typical GDDR3 Ram that is used on the graphics side or that used in the entire 360. The system ram is XDR ram it runs at 3.2ghz instead of the 700mhz of the GDDR3. In fact Sony's goal in designing the PS3 is to completely eliminate any bottlenecks...so where the article writer got this idea I have no idea.
The CELL itself can be handed off graphics processing tasks as needed. The CELL can help RSX with the heavy lifting. This what has future proofed the PS3 in terms of graphics. It was designed to be a processor that bridges the gap between specialized and general processors.
The speed of Blu-ray vs DVD difference is due to how speed is measured. Dvd drives were measured at the fastest reading point on a disk but as a dvd drive reads farther out torwards the edge it's read speed slows down. Blu-ray reads at a constant speed across the whole disk.
Blu-ray read speed has nothing to do with installing on the harddrive that is for load times. HDD are far faster than optical drives and since sony has a hdd in every system it was able to allow game developers the option of installing a portion of the game for smoother play. The two game this stand out on the most between the 360 and PS3 are Oblivion and GTA IV.
