Actually MassEffect only covered 5 gig out of 7.5-8 gig available for 360 games. MassEffect was one of the best WRPG I played this gen, although I do believe the planets were barren and the space exploration wasn't what it was hailed to be, but MassEffect was one of the most fun game this gen.
I do agree with your point that the game can look significantly better if devs design the game with have 50 gig of media in mind. But the problem is the cost is significantly higher. COD4 had very low res textures it got away selling 6 million copies. So developers wouldn't really bother. Another example would be Halo 3 it used the modified engine of Halo 2 and look it sold 10 million copies (no offense to Halo 3, good game, Halo 1 & 2 were masterpieces). So why would the game company shell out more money on better texture when they can get away with low res version.
Besides I still believe this gen started a bit too early. PS3 & 360 should have come out in 2007-08 and we would have generally seen crysis level games on both consoles rather then exceptions like Gears 2 and Killzone 2.
