Actually this is more complex than it appears on the first sight. Previous multi-disc FF games always had redundant data on each disc due to pretty big freedom and access to various locations without switching disc.
This also applies to Xbox version, which means it won't be 24GB from the PS3 version, but some of it will have to be redundant.
Also uncompressed 1080p video and 7.1 audio is huge in size, which can be downsampled to 720p(about 60% lighter) compressed with little to no loss of quality(up to 80% lighter in case of audio, and 50% in case of video).
This means downscaled and compressed video can be as small as 25% of the uncompressed 1080p, add audio compression and maybe cutting out 2 channels to 5.1.
But, there are also design decisions that had to be made. Bluray can hold whole game on one disc that means that every bit of data can be accessed at any point.
Data in DVDs will be divided into 3 parts at best, which means game just HAD to be designed with keeping that in mind. This kinda points me to the conclusion that despite PS3 being lead platform, some design elements had to be compromised cause of Xbox. Linearity anyone?
