I doubt XIII or any new FF could every recreate FFVII's success. A large portion of the audience really wowed by FFVII were totalRPG n00bs who were completely ignorant the genre until FMV's came around and stunned them with "gud grafx". To people who had been playing the series since FFI, FFVII was very good, but not the best ever. Since then, Square Enix has lost touch with what really makes interesting characters and compelling stories, while struggling to do anything in-depth or truly innovative with the gameplay and combat. Virtually the only way FFXIII could have such genre-expanding massive success would be to include a new gimmick for casual gamers, like Wii-style motion controls or some such.
As for me, I enjoyed FFVII, but I also enjoyed previous games in the series, and the series has been hit or miss ever since. Probably the best title they've done since the 16-bit era has been Final Fantasy Tactics, and so far they've completely failed to follow it up with a worthy successor, or incorporate its combat depth into the main series. Practically the exact same androgynous blonde boring character design has been used for the protagonists from FFIX up to XII, heavily eradicating interest in the main characters.
I liked IX and X anyway, but after a string of disapointment from X-2, XI, and XII...plus the utterly disrespectful way SquareEnix has completely trashed the Secret of Mana franchise, while failing to follow up or repeat surprise successes like Chrono Trigger and Xenogears...all in all I'm way too burned out on Square these days to expect much from Final Fantasy XIII.
