3.2 - It's plausible...
Remember not more than 18 months ago - lots of developers were still having problems getting PS3 dev kits from Sony. Capcom knew they were going to make DMC4, so maybe they felt like getting a jump start on it by beginning development on PC to port later to PS3. This doesn't sound suspicious or unreasonable to me at all.
Just because the "PC Version" wasn't shown, doesn't mean this isn't true. A game can start development on a PC with no intention of it actually ever being a PC game - particularly if the developer doesn't have ready access to dev kits yet.

Still, If Capcom indeed starts on PC, why didn't they:
1.Make Dead Rising for PC? (Unlike DMC4 and Lost Planet)
2.Why haven't they shown anything from it? (All videos and previews are from PS3 and 360 versions)

..like I said - they might not have been planning to release the game on PC at all. They might have just *started* development there while waiting for the dev kits so they could then resume development on PS3 and other consoles.
To be clear, I'll repeat myself - they may have just STARTED development on PC with *no intention* of ever releasing a final version on PC, but just to get a head start so they had something to port over to the consoles when it became feasible to do so (ie: when they got their dev kits). At that point in time, development on PC would've stopped.
Makes perfect sense to me.

That's pretty much all developement. Start on the PC and then move it over to console. Squeenix's white engine did the same thing. It was months ago that Squeenix finally brought over the engine to the PS3.

...but the article isn't just saying the development is being done on a PC (which is obvious) but that it was being developed to RUN on the PC.
Why? Well, they were probably further along in development than just making the art, etc, and hadn't yet received their dev kits from Sony; instead of putting the project on hold, they developed it further on the PC as a temporary solution until they had the PS3 equipment they needed to port it over.
Why is this so hard to understand?

Do you even get the article, it didnt say that the game was developed on a pc(cos obviously all games are), it said it was made to run on a pc engine, console exclusive games are never built for pc engines from the ground up, heck not even multiplatform games follow that route unless pc is the lead platform, it is usually the other way, the game engine is developed for consoles on pcs and then ported back to pc that's why we get sh1tty ports,
When a game is built with a pc engine and a pc version comes out, it usually looks and runs better on pc, too bad heavenly sword started on a pc engine but the pc version was discontinued, we could have seen 60fps for that game, look at gears for example, the first e3 demo for 360 was actually running on a pc at 60fps and it came out for 360 running on tweaked UE3 capped at 30fps, year later, pc version comes out looking better because it was the original pc-modded UE3 engine, thats why the newer chapters cannot be ported back to the 360 without redesigning the whole code, also for a game running on a pc engine, modding capabilities are endless, someone could even make a virgil mod or a sparda mod or something,
Don't you get it? This is good news for pc gamers to rejoice as this game was built from the ground up using a pc engine so it will run pretty good on pc, before a game is made, the engine is designed either from scratch or from a pre-existing engine.eg. Unreal engine, it is the modified for the designed platform, meaning they first designed the pc engine and then they are modifying and tweaking it to suit the ps3, 360 versions, unlike other games which start with console engines from the get go and are ported back to pc, all bad pc ports run on modded console engines,
NEVERTHELESS THE GAME WILL BE AWESOME ON ALL PLATFORMS ESPECIALLY PS3,
Weren't ps3 fans happy when they found out cod4 was being built from the ground up for them and not some 360 sh1tty port, this is similar to that so imo it is news, and in fact the pc version is being developed by capcom themselves this time unlike dmc3 on pc which was developed by a 3rd party bunch of weak ubisoft developers, dmc3 on pc was a port of a 2 year old ps2 game from the old ps2 engine, what did u expect? console engines don't tweak and run very well on pcs, even lost planet is decent at best on pc for a console port
Edit: For games like these on pc, controllers are required not keyboards/mice and are clearly stated in minimum requirements so u're not supposed/recommended to get the game when u dont have a controller, it's like buying the guitar hero game without the guitar and complaining that the gamepad is annoying to use, there are not enough pc gamers on here so i feel i must clear some of these myths and stereotypes about pc gaming,
It's no big deal just enjoy your games and be happy when other gamers get something good rather than bashing them, i'm happy that the ps3 is on the rise and finally getting the recognition it deserves, i'm also happy that the 360 hasnt given up and has a few good stuff in the bag, so I'm not bashing anybody here, dont take my comment negatively!!

Yeah, and so did Lost Planet and Dead Rising. So what? MT is a PC based engine that Capcom uses. Once they bring it over to the PS3, they of course optimize the engine and finalize it so it is pretty different from the original base PC engine.

he said that because next gen development was on the horizon and both xbox and ps3 kits werent finalized and such they needed to develop on a PC for preproduction and then have all the assets moved over to a platform once the engine became optimized ofr console developmemnt. they also said that was how their Next gen egine "Framework" was developed. and he stated that Dead riasing was the first to start life on PC because it was the first next gen game they made... so yeah this is true. but now that they have the full specs all of there future games run on xbox 360 and Ps3 kits from the start. games like Dark Void, street Fighter 4, and bionic Commando all run on next gen hardware and not PC

Yes those games will indeed run on console exclusive engines but Bionic Commando and Dark Void will also run on pc tweaked engines as well as they are both announced as multiplatform titles with simultaneous release on pc not console exclusives and just so you know alot of console games taht start out developement on pc engines actually end up on pc,eg. gears of war, jade empire, kotor, dead rising is rumored to be in the works for pc

30.1 - FYI, there is no such thing as a ps3 to pc port,
No game has ever been ported from pc to ps3, dmc4 is not a cheapo pc port as you would put, games get ported the other way round or are developed seperately on each platform, they are just saying they started working with a pc engine before the ps3 engine,
As advanced as the ps3 is with its cell and bluray architecture (which i must say is very impressive), You should know that pc will always be leaps ahead of it because of rapidly evolving hardware,
try calling the cryengine 2 same old gen pc technology, or the dunia engine for far cry 2, those engines are nothing less than amazing, even ps3's superior bluray storage and hard drive streaming wouldn't do these engines justice in terms of framerates without tweaking,
Nevertheless MGS4 and GT5 look quite impressive

This is the rare time that I will say that I would never get this game for my PC. Not after DMC3. That had to be 'the' worst port in history. That game didn't even support a mouse on the menu's, and graphically the game hardly functioned. Games like this are the domain of consoles anyway.

31.1 - DMC3 on pc doesnt deserve to be called a game, even dmc3 on the unfinished ps2 emulator is better
It was made by a bunch of lazy ass ubisoft developers who should be crucified, capcom didnt even make it themselves, it was similar to the current orange box situation with ps3 where valve let some other developers make a sloppy port, besides the ps2 engine doesnt really like pcs, just checkout the ps2 emulator and how bad it is, dreamcast emu and xbox emu are progressing pretty well on the other hand, dmc3 pc has left a really sour taste gamer's mouths and most gamers have a misconception that capcom was responsible and so anything else from them for pc would suck, dmc4 should help clear things up a bit, lost planet was pretty decent,
FYI, the pc and console platforms are changing, you can't say this game is only for consoles anymore or only for pcs anymore, RTS and pc-exclusive first person shooters are coming to consoles now and improvisations are being made like ps3 keyboard and mouse, it works the other way, console-like games are coming to pc and pc has a wide array of gamepads that can be used besides the 360 gamepad, heck sony has sixaxis drivers for windows that work flawlessly except that sixaxis motion functionality has not been added but that can be hacked, even the wiimote has software(glovepie) that make it useable for pc games(checkout the half life 2 wii mod) so anyways my point is both platforms are beginning to merge as developers and game publishers are seeing market for those genres on each platform so those days are over, we might even see a spore on ps3/360 or a ninja gaiden on pc, deal with it,
oh yea and expect a crysis-like game in the crysis universe running on the cryengine 2 for ps3/360, it is rumored to be in the works, a whole new game but no name has been announced yet
