2.1 - 3 possibilites:
1) The streaming camera doesn't have a high enough FPS rate to capture it
2) Helicopter blades often appear to move slolwy (sometimes not at all :0!) in real life, it may be an effect added
3) They're spinning slowly :P

Sometimes you see a faded set of blades in between the current set so I'm guessing it's reason 1 :3

I don't understand how someone is playing this unless it's a stolen copy, and if it is, it would be pretty easy to trace, so why is someone so dumb as to stream this live?

edit: I know this is a pretty massive city, but draw distance on other cars and boats isn't exactly far is it...

Edit2: @everybody: Ah, I didn't realize that the release date had been broken. I guess he's fine then.

no it´s not a stolen copy. he showed several times the case, manual and all of that stuff. he got it yesterday from gamestop (if i remember right)

So it´s 100% legal

"Past GTA titles have had mild-to-serious framerate issues and technical glitches, because the games were trying to do far more than the PlayStation 2 could handle. While GTA IV is pushing the PS3 and 360 to the limit, it also runs amazingly well. Sure, there are framerate hitches here and there and (particularly on 360) there is some texture pop-in, but it actually runs better than I expected. That a game with great AI, an awesome physics engine and a detailed open world runs so well and with such short load times is a technical marvel. For that, I can forgive framerate issues and some noticeable aliasing. "

What a homo u notice its laggy thank god im gettin the ps3 one of it lol no lag on ps3 but online is the same on ps3 as 360 but ps3 dont have as much lag and errors and dont over heat its a fed offence that they got the copy before release date lol

I really think thats irrelevant both versions are good for different reasons.

But I will be getting the PS3 version over the 360 solely because I prefer the controller
